Differentiators

Principal-led delivery

The person who scopes the work architects and builds it. Agencies deal with one accountable party rather than an account layer positioned between them and the engineering.

Custom at configuration cost

AI-assisted development compresses build hours without compressing review, making a purpose-built system viable at budgets that normally purchase configuration of a licensed product.

Agency ownership

Source code, data, and infrastructure remain the agency's property. No per-seat licensing that scales cost with adoption, and no dependency on a single vendor to make future changes.

Accessibility as architecture

Conformance built into the component layer rather than applied as periodic remediation, so it survives the template and content changes that normally reintroduce defects.

Demonstration over description

Where a solicitation permits a proof of concept, we build one. A working demonstration answers a capability question more directly than a narrative can.

Shipped, operating software

Three self-funded products designed, built, and launched end to end — evidence of delivery rather than of staffing capacity.

Project examples

The following are products Bellcourt Systems funded and built for itself. They are offered as evidence of delivered, operating software, not as client engagements.

ProjectDomainRelevance to public-sector scope
Tractimus AI agent for real estate workflows Production large-language-model integration with provider routing and strict data-handling controls; document and workflow automation.
WeCryptAI Encrypted messaging with device contact integration; language model runs on-device or in the cloud Data sovereignty by architecture — on-device inference keeps content inside the boundary. Applied cryptography, key management, and mobile integration, directly relevant to any system holding resident or case data.
playBYapp Sports social identity platform with integrated reservation system Facility and program booking, capacity and waitlist management, user identity — the core of parks, recreation, and community-program systems.

On references. Users of these products are available to speak to delivered software on request. We identify them accurately as product users rather than as clients who commissioned the work, and we will say so plainly in any proposal.

Contracting

Bellcourt Systems responds to RFPs, RFQs, invitations to bid, and sources-sought notices from federal, state, county, municipal, school district, and special district buyers nationwide.

Contract vehicles and insurance are placed to the requirements of the individual solicitation. Certificates of insurance, W-9, and any required registrations are furnished on request or at award as the solicitation directs.
